1. Definitions and Abbreviations

i) EASA – European Aviation Safety Agency

ii) TRAM – Estonian Transport Agency

iii) Individual learning – training takes place on the basis of an individual curriculum prepared according to the needs of the learner

iv) Practical learning – application of learned knowledge and skills in the learning environment

v) Contact learning – learning in an auditorium or online learning environment, in which both the student and the lecturer participate at the same time, e.g. lecture, seminar, instruction, consultation

vi) Distance learning – a form of learning where students learn independently in the appropriate training environment

vii) Practical device – aircraft or other device with which practical training is carried out

2. General provisions

2.1. The basis for organizing Piloodikool continuing education training is the legislation in the field of adult education, the flight operations manual and other regulations related to specific training.

2.2. The training is carried out in accordance with the training program approved by the Head of Training and TRAM.

2.3. The training is carried out in courses. The volume of the course is determined in the training manual or training program. The volume of theoretical lessons and practical training is calculated in astronomical hours (1 hour is 60 minutes).

2.4. Depending on the training being completed, the form of contact or distance learning is used. Practical work is always carried out in the form of contact learning.

2.5. Depending on the course and the number of students, the training can be carried out both as group study and as individual study.

2.6. In the event of non-compliance with the internal regulations of the Piloodikool ATO, the school representative has the right to remove the student from the training.

3. Student status, rights and obligations

3.1. A student is accepted as a participant in the course upon the student’s application and the decision of the Head of Training or responsible manager.

3.2. The course participant has the right to:

i) familiarize themselves with the training program of the respective course

ii) receive instruction in accordance with the valid training program

iii) receive information regarding the content and organization of the training

iv) receive the prescribed training materials

v) receive a certificate of completion upon successful completion of the training

vi) receive a certificate of partial completion of the course if the course is not completed in full or the course participant submits a new application for course interruption in the prescribed form.

3.3. The student is obliged to:

i) confirm with his/her signature upon application for admission to the course that he/she has read the internal rules

ii) comply with the requirements of the OM and the training program, the requirements of the practice device manual, the flight school’s internal rules, occupational health and safety instructions and the fire safety manual

iii) act in an emergency in accordance with the regulations and/or the instructions of the school employee

iv) maintain the educational materials and safety equipment in his/her use in good condition

v) participate in the training at least in the minimum amount prescribed for the course

vi) immediately inform the lecturer/instructor or the flight school’s Head of Training of any circumstances that interfere with the study

vii) report non-participation, absence or interruption of the training as soon as possible

viii) fill out the training feedback form

ix) behave in accordance with generally accepted moral standards.

4. Admission procedure

4.1. When enrolling in courses, you must register in advance by submitting a course enrolment application, either by e-mail (info@piloodikool.ee) or at Sepise 1, Tallinn.

4.2. Requests for course enrolment will generally be responded to by e-mail or telephone within one week at the latest.

4.3. A course participant who does not show up for the training on time may be deleted from the list of course participants by the training provider.

4.4. The conditions for admission to the course, which must be met, are set out in the training manual or program of the respective course. The school may establish additional conditions depending on the nature of the course.

4.5. All candidates who meet the course requirements and whose course fee has been paid may participate in paid courses.

5. Course payment and refund procedure

5.1. Payment for the course is made based on an invoice. The invoice will be sent by e-mail.

5.2. The theoretical part of the course fee must be paid before the start of the course. The flight practice part of the course fee must be paid at least once a month according to the actual course volume completed. The student guarantees payment of the invoice by the deadline specified on the invoice.

5.3. The student guarantees payment of the invoice by the deadline specified on the invoice.

5.4. If the invoice is not paid by the specified deadline, the school has the right to refuse to admit the student to the training.

5.5. If the payment deadline is exceeded and despite reminders, the school has the right to initiate an urgent payment order procedure.

5.6. The student who is a natural person who paid for the training has the right to show the tuition fee paid for the Piloodikool ATO training in the income tax return as a training expense in accordance with §26 of the Income Tax Act.

5.7. The tuition fee for a registered course for which payment has been made will only be refunded in the event of a course being cancelled by Piloodikool ATO or a course being interrupted by Piloodikool ATO, in the amount of the part of the course not completed, as agreed.

6. Withdrawal or interruption of the course

6.1. If a person who has registered for a course withdraws from the course, they must notify Piloodikool ATO by e-mail or at Sepise 1, Tallinn.

6.2. The course student who wishes to discontinue the course must notify the Piloodikool ATO by e-mail or telephone as soon as possible.

7. Procedure for exclusion from the course

7.1. The Head of Training may exclude a student from the course in the following cases:

i) absence from training

ii) unworthy behaviour

iii) failure to pay for the course

iv) failure to comply with the requirements of the OM and the training program

8. Completion of the course

8.1. The conditions for completing the course are set out in the training program. A certificate will be issued to a student who has acquired the learning outcomes and passed the assessment.

8.2. A student who has discontinued the course will be issued, on the basis of an application, a certificate of the completed course and a summary of the completed flight practice.

9. Procedure for resolving disputes

9.1. Complaints must be submitted in writing to the Head of Training by e-mail or at Sepise 1, Tallinn.

9.2. Suggestions and complaints that require a response must be submitted only in writing.

9.3. All suggestions and complaints submitted in writing will be responded to within a reasonable time, but no later than 15 days after the proposal or complaint is registered. Suggestions or complaints will be processed by the Piloodikool ATO Head of Training together with the relevant persons.

9.4. All complaints and safety reports submitted in writing will be registered.

9.5. Anonymous suggestions and complaints will not be registered.

9.6. Disputes that cannot be resolved through negotiations will be resolved in accordance with the procedure prescribed by law.

10. Ensuring the quality of continuing education courses

10.1. Continuing education courses are prepared in accordance with TRAM, EASA and other national and international requirements.

10.2. The course is conducted based on the needs of the target group to the extent that does not contradict the course training program.

11. Ensuring the quality of trainers

11.1. Training may be conducted by specialists with relevant professional education and work experience who are entitled to conduct the training required in the course.

11.2. The course provider is required to have the instructor/teacher competencies required to complete the relevant course.

11.3. The assessment of the course participants is taken into account when assessing the instructor/teacher’s competencies.

12. Ensuring the quality of the learning environment

12.1. Classroom lessons are conducted in classrooms equipped with furniture and modern presentation equipment suitable for adult learners.

12.2. Practical training is carried out with relevant simulation equipment or an aircraft with suitable equipment.

12.3. All rooms, teaching equipment and materials comply with occupational health and safety requirements.

13. Procedure for collecting training feedback

13.1. Based on the feedback received during the training, changes will be made to the training organization, if necessary, to ensure the high quality of the learning process and customer satisfaction.

13.2. At the end of the course, participants will provide free-form feedback on the training organization, content and trainers electronically or on paper.

13.3. Based on the feedback, the Piloodikool ATO Head of Training, involving the chief theoretical knowledge instructor and the chief flying instructor, will analyse the training organization and, if necessary, supplement or improve the training organization to ensure high quality of the training, effective learning process and customer satisfaction.
